Penn Station is the Blight

Governor Hochul and the Empire State Development Corporation want to clear away blight around New York’s Pennsylvania Station. But Penn Station and the buildings above the underground station are the blight. Together, they create some “border vacuums,” Jane Jacobs’ name for dead spaces that suck the life off city streets. Will the state’s plan fix that? CNU NYC Chair John Massengale thinks Jane would say no. Let’s walk and talk.
