This breakfast program will celebrate Jahmel Martin, the 2022-2024 Ralph C. Menapace Fellow in Urban Land Use Law, as he approaches the end of his fellowship tenure. Jahmel will speak about the housing policy project he has researched over the past two years of his fellowship.

A City That Never Sleeps: An Urgent Call to Address the Housing Crisis

New York is facing an affordability crisis that is increasingly difficult to ignore. The current moment is the result of decades of policy choices made by city and state policymakers that have slowed new construction and adaptive reuse options in many neighborhoods. How can we begin to approach such a deeply entrenched problem?

This presentation will discuss potential ways in which our city might navigate the affordability crisis, including increasing the housing supply, maximizing the benefits of community ownership, and encouraging long-term solutions beyond simple tax incentives. It will focus on the City of Yes for Housing Opportunity zoning text amendment and on public discourse surrounding the incentivization of new housing construction, using the Brooklyn neighborhood of Gowanus as a case study.
